Would you like to immigrate and practise nursing in Quebec? Here’s a snapshot of the profession and some information you need to know.
The nursing profession
There are various legislative acts and regulations that provide a framework for the profession of nursing, notably the Nurses Act. The Act describes the field of practice and the 17 activities reserved for the nursing profession, including assessment and clinical supervision.
The practice of nursing in Québec calls upon the expertise, autonomy and clinical leadership of members of the profession. Nurses are expected to put together and adapt the therapeutic nursing plan, coordinate the caregiving team, and work collaboratively with members of related professions.
Job prospects are plentiful and diversified in every region of Quebec. Nurses work in:
- Hospitals (CH);
- Local community service centres (CLSCs);
- Residences and long-term care centres (CHSLDs);
- Medical clinics;
- Health-care centres.
Certain members of the profession also work as educators or in research or management.

The professional system and the professional orders
In Quebec, all professionals are overseen by an order with a primary mission of protecting the public. Nursing is part of that professional system.
Everyone who wishes to practice as a nurse in Quebec is required to hold a permit issued by the Ordre des infirmières et infirmiers du Québec and to be entered on the Roll every year as an active member. This person then obtains the status of member of the Order
To carry out its mandate to protect the public, the Ordre des infirmières et infirmiers du Québec has various mechanisms at its disposal, such as:
- admission to the profession through the issuance of permits;
- overseeing professional practice through professional inspection;
- professional development through continuing education;
- regulatory supervision of professional practice;
- monitoring the integrity of members through disciplinary measures;
- monitoring illegal professional practice and false use of the title by non-members who practise the profession and use the title.
