Knowledge of French

The Office québécois de la langue française (OQLF) requires that every professional have an appropriate knowledge of French sufficient to practise his or her profession in French.

You are deemed to have sufficient knowledge of French if you meet one of the following conditions:

  • you have received no less than three years of secondary or post-secondary instruction full-time in French;
  • you have passed the fourth- or fifth-year secondary level examinations in French as your first language;
  • in or after the 1985-86 school year, you have obtained a secondary school certificate in Quebec.

Otherwise, your knowledge of French is evaluated by means of a French examination administered by the OQLF. The examination is intended for anyone wishing to obtain a permit from any of the professional orders.

Information on the obligations of professional orders is available on the OQLF website and free French courses for immigrants are offered by the Ministère de l'Immigration, de la Francisation et de l'Intégration du Québec.

French exam registration

People who have made a request to join the Ordre des infirmières et infirmiers du Québec (OIIQ) and whose knowledge of French is not sufficient must pass the OQLF French exam.

Registration to the OQLF’s French exam (Office québécois de la langue française) must be made via the OQLF website; you need to register first to the French registration portal and then connect to it.
If needed, for more information on the registration process, you can watch the tutorials from this page.

If you have not yet passed this French examination, the Charter of the French Language authorizes the Order to issue a one-year temporary permit to a nurse who graduated outside Quebec and who is deemed qualified to practise nursing in Quebec, but who does not meet the requirements of the Charter.

With the authorization of the OQLF, this permit can be renewed three times, allowing the holder to practise for four consecutive years.  However a file must be submitted to us each year so we can send a request to the OQLF. In order for your temporary permit renewal request to be approved by the OQLF, you must meet certain conditions, including having taken the French exam at least one time during the year.Upon receipt of confirmation that you have passed the OQLF French examination, the Order issues you a regular permit.
